We are PRIME-HRM Maturity Level II 100% Complaint!

August 13-14, 2025


The Libmanan Water District proudly shares the confirmation of the Civil Service Commission Region V for its 100% compliance with PRIME-HRM Maturity Level II across all areas of the human resource system. LIWAD undergone onsite assessment on 13 & 14 August 2025 where the top management, middle managers, officers and employees were evaluated by the Policies and Systems Evaluation Division (PSED) aside from the prior documentary examinations done by the same division.The compliance of LIWAD extends on the areas of Recruitment, Selection and Placement (RSP), Performance Management (PM), Learning & Development (L&D) and Rewards & Recognition (R&R).

During the exit conference, General Manager Rodolfo Jimenez, Jr. highlighted the efforts of the Human Resource office led by Ms. Kristine Kay Balingbing, the members of each Technical Working Groups and all of the employees who exerted valuable efforts in achieving the milestone. He also upholded the core values of the agency centering on integrity, excellence and customer service.Meanwhile, Ms. Lilia A. Jadie, PSED Chief Human Resource Specialist of CSC RoV praised the agency in achieving a positive outcome given with its number of personnel and size. Ms. Jadie also expressed the CSC's support in all of LIWAD's continuous enhancement of its HR processes and for incorporating technology in its practices.At the same event via cloud conferencing, Director Maria Dolores Detera-Salud and Ms. Dana Altea of CSC-Camarines Sur field office congratulated LIWAD as they were also present in guiding the agency throughout the entire assessment process..

Agencies with Prime-HRM Level II certification hold significant distinction in Human Resource Management (HRM) as it focuses on deepened knowledge in HR practices, unbiased hiring, and advancement for addressing complex HR challenges that all revolves around Equal Opportunity Principle (EOP).

Transparency Seal

A Transparency Seal prominently displayed on the main page of a government agency's website certifies that the concerned agency has complied with Section 93 or the Transparency Seal provisions of the General Appropriations Act of FY 2012. The Department of Budget and Management's National Budget Circular 542 issued on August 29, 2012, reiterates compliance to said provisions envisioned to enhance transparency and enforce accountability.

BIWADA 3rd Tap and Drill Skills Olympics Competition - 1st Place

We would like to proudly congratulate the Team who bagged 1st place in the recently concluded 3rd Tap and Drill Skills Olympics Competition on January 28, 2025 organized by Bicol Water Districts Association (BIWADA) held at Pineapple Island Beach Resort, Daet, Camarines Norte. LIWAD sent Mr. Adrian O. Borja to compete on the said skills competition, accompanied by Mr. Ramon T. Ril as coach, also in the team was Mr. Francis G. PeΓ±aredondo. On his shared thoughts during the Feb 3-flag raising ceremony, Mr. Ril expressed that the winning is the testament for LIWAD's continuous improvement on its manpower's skills for the stakeholders that it serves.

Internet of Things Conference 2023 for Smart Utility Category - 1st Place

LIWAD wins big in the Internet of Things Conference 2023 on June 26-28, 2023 at the World Trade Center, Pasay City. The Libmanan Water District through the pioneering innovation of Manager Rodolfo A. Jimenez, Jr. notched the top spot under the Smart Utility Category in the 'Packethacks,' as part of the Internet of Things Conference with the theme "Enabling the Internet of things future for the Philippines" held at WTC, Pasay city.

PAWD 10th National Tap & Drill Competition - 1st Runner Up

Libmanan Water District secures winning in the 10th National Tap & Drill Competition on April 12, 2023 held at LWUA Residence Ground, Quezon City. The Bicol Region as represented by Libmanan Water District bags the 1st runner up win in the National Plumbing competition organized by the Philippine Association of Water Districts.

BIWADA Tap and Drill Olympic 2023 - 1st Place

Libmanan Water District bags 1st place in the First ever Tap and Drill Olympic organized by the Bicol Water Districts Association (BIWADA) on March 10, 2023 at Calabanga, Camarines Sur. LIWAD was represented by Emmanuel A. Diestro of Repair & Maintenance office in the Regionwide Plumbing Competition and was accompanied by alternate, Adrian O. Borja and coach Ramon T. Ril, who is also the Section head of the Repair and Maintenance office.

DENR Saringaya Awardee for Industries Category - 1st Place

Libmanan Water District bags 1st place in the recently concluded Saringaya Awards 2022 held on June 28, 2022 at Hotel St. Ellis, Legazpi City. LIWAD were recognized for constant partnership with private and government institutions which led them to effectively and efficiently manage the watershed area through remote sensing. The low-cost digitalization and automation solution of water distribution systems through electronic devices guided them to efficiently record both volume and pressure pf water. ARDCI – Virac, Catanduanes and Mt. Labo Exploration and Development Corporation were also recipients of the award for the Industry Category.
